Senior Executive Director

Gregory Rooney serves as Senior Executive Director of Phoenix Capital Solutions, the organization's senior leadership position. In this capacity, he bears executive responsibility for the overall integrity of the firm's financial operations, investor and sponsor strategy, and the long-term performance of the founding team. All department executive directors report through him, and his decision-making authority spans every dimension of the firm's operational and financial execution.

Greg brings over twenty years of distinguished experience across asset management, broker-dealer operations, insurance — including Life, Retirement, and Property & Casualty — and regulatory compliance. His career has taken him through some of the most respected names in institutional finance, including GE Financial Assurance, Genworth Financial, AIG, TIAA, and Ohio National Financial Services. In each of these roles he carried responsibility for financial planning and analysis, cross-functional investment accounting, and strategic advisory support to C-suite leadership and board members.

A licensed Certified Public Accountant, Greg has operated across the full spectrum of financial reporting frameworks — GAAP, STAT, FINRA, SEC, and Federal regulatory standards. His experience with CCAR stress testing and statutory capital efficiency modeling reflects the kind of analytical rigor that institutional counterparties expect. His comfort navigating complex regulatory environments, combined with his deep grounding in investment accounting principles, makes him uniquely qualified to set and enforce the financial standards that Phoenix Capital's underwriting and reporting functions must meet.

Beyond the financial oversight function, Greg brings an established capability in investor and sponsor relations. He serves as Phoenix Capital's primary point of contact for Authorized Placement Agent relationships and leads the firm's direct capital markets strategy — identifying and cultivating relationships with family offices, insurance companies, and private credit funds that can participate in Phoenix Capital's note placement program. His institutional network and capital markets experience are a direct operational asset in Phoenix Capital's ability to create liquidity events for sellers at scale.
