Collateral Compliance & Workout Specialist

Lamar Moore serves as Collateral Compliance and Workout Specialist at Phoenix Capital Solutions, responsible for the complete collateral compliance lifecycle on each assigned loan — from UCC-1 financing statement filings and insurance verification at closing through ongoing lien monitoring, covenant tracking, and, when required, default management and borrower workout. His role sits at the intersection of legal rigor and operational execution: he is the day-to-day compliance arm that ensures every loan in his assigned book remains properly documented, collaterally sound, and audit-ready from origination through resolution. He works directly under the direction of Bernie Annor, Executive Director of Legal and Compliance, who provides the legal judgment and compliance direction that Lamar carries out operationally.

Lamar brings a rare professional combination to this role: the analytical depth of an institutional credit underwriter and the legal precision of a practicing attorney. His banking career spans more than a decade of progressively senior credit and underwriting positions at some of the country's most respected commercial institutions. Most recently, he served as Vice President and Senior Credit Officer in the Corporate Entertainment and Sports Division at City National Bank, where he managed a diverse portfolio that included publicly traded international corporations and highly leveraged syndicated structures — analyzing prospective transactions, providing credit opinions and risk recommendations, coordinating loan documentation with internal and outside legal counsel, and ensuring that due diligence was thorough and complete before any credit approval was granted.

Prior to City National, Lamar served as Vice President and Commercial Credit Underwriter in the Middle Market Commercial Group at Bank of America, where he was directly responsible for leading the credit process across Tennessee and Kentucky's middle market and business banking portfolios — a book with over one billion dollars in exposure spanning clients from publicly traded multinationals to local proprietorships with annual revenues ranging from fifty million to two billion dollars. In that capacity he collaborated with relationship managers on credit structure, prepared approval and commitment documentation, and navigated complex syndicated and highly leveraged deal structures with the discipline that Bank of America's institutional standards required.

His foundation in credit was built at First Tennessee Bank, where he advanced from Credit Analyst and Underwriter through Portfolio Manager II in the Centralized Commercial Group. Across those roles he analyzed commercial, business banking, private client, and CRE credits; prepared and documented credit decisions based on financial analysis, spreads, and industry outlooks; and proactively managed portfolios by identifying deteriorating trends and alerting senior management before conditions worsened. His analytical work at First Tennessee covered GAAP and GASB financial statements, quantitative and qualitative risk assessments, debt service coverage analysis, and S&P and Moody's-informed industry evaluations.

In 2020, Lamar founded the Law Office of Lamar Moore, LLC, a Tennessee-licensed legal practice through which he advises businesses and individuals on contract drafting, corporate governance, real estate transactions, commercial lending, and estate planning. His legal practice draws directly on his credit background — structuring and negotiating commercial agreements and financial transactions, drafting and reviewing loan documents and credit agreements, and counseling clients on risk allocation and regulatory considerations. The combination of active legal practice and deep institutional credit experience is precisely what the Collateral Compliance and Workout Specialist role demands: the ability to coordinate UCC filings, monitor collateral positions on assigned loans, manage enforcement timelines, and lead workout negotiations with both operational discipline and legal literacy.

Beyond his banking and legal career, Lamar has served since 2018 as Adjunct Professor and Guest Lecturer at Tennessee Technological University and Cumberland University, teaching undergraduate and graduate courses in Business Law covering contracts, corporate law, and legal and regulatory frameworks. His academic engagement keeps him current on evolving legal standards and reflects a commitment to developing the next generation of legal and financial professionals. He has been recognized by Top 100 Finance Professionals Magazine and named to Nashville's Top 30 Under 30 Professionals by the Cystic Fibrosis Foundation. He holds a Juris Doctor with a concentration in Banking and Business Law from the Nashville School of Law, a Master of Business Administration with a concentration in Finance and Management from Tennessee Technological University, and a Bachelor of Science in Business Administration with a Finance major, also from Tennessee Tech.

At Phoenix Capital, Lamar's professional profile translates directly into the operational and analytical demands of his assigned book. His institutional underwriting background means he understands the collateral and covenant structures that Phoenix Capital's loan program is built on. His legal training means he can read and apply the BLA, SPA, UCC documentation, and default provisions with the precision that compliance execution requires. For sellers whose notes depend on the integrity of the underlying collateral, for borrowers whose obligations are monitored and enforced by a professional with genuine legal expertise, and for institutional investors whose capital depends on the enforceability of every lien and covenant in his assigned book, his work provides the compliance foundation that protects the value of each assigned asset from day one.
